Abstract

Representative democracy coexists, in operation, with the constant gap between the will of the represented and the role of representatives. This situation can be seen in the cyclical crises of representation, on the one hand, and investment in "tools" that will help to reduce this separation on the other. The process of mediatization of society, in their new network flows, has its reflection, especially in the offering of websites, blogs and online forums for political participation. The specific case of this study examines comparatively the brands present in two models of participatory websites that have the goal of bringing the citizens of the legislative process: a public, e-Democracia, run by the Brazilian's Chamber of Deputies; and other private, Votenaweb, administered by the company Webcitizen. The goal is to analyze the research material collected on the two websites from the perspective of understanding the differences and similarities of those initiatives, as a way to point the operation of public and private websites with proposal linked to online deliberative democracy, in aspects such as: creation of public space, level of formality, scheduling the political field, level of reasoning, freedom of expression etc. The research points to the complementarity between the tools and your competitor paper, not divergent, toward greater public participation in political decisionmaking spaces.
